Let's not start the Mac vs PC war once again. Macs have their own problems too, but it's true that setting them up for low latency audio is usually easier!

I wrote a post about optimizing a budget laptop for Audio here:

Maybe I should have posted it here.

TLDR:
If your frequencies are fluctuating like crazy, it could be that the CPU power regulators cannot supply the full current needed for constant frequency operation.
- Limit the OS to 5 cores, in order to reduce current consumption from the CPU power supply.
- Set the OS to always use min. 80% of the maximum turbo boost frequency.

This stabilized the frequencies of the cores, on my laptop.
