OP said his current system works glitch free, even on this project.
It's just a meter of FLS going through the roof while in general there's enough power.
It could also be that excessive memory access by this plugin is the culprit.
Then costly time passes while CPU just waits for memory.

I know you said you tried the troubleshooting options, but have you messed with all the various buffer size options (and checked whether this specific plugin is listed in the knowledge base, where there is a list of plugins with known issues)? If the 100% figure is more or less constant this could be an issue with the buffers at some level.
Also, just to be on the safe side, check the plugin isn't bridged (in the wrapper, you can check the bit version and whether the plugin is bridged), as some plugins are real CPU hogs when bridged.

Some CPU's especially on laptops might start to throttle clocks down sooner than they hit 100% usage anyway.
100% CPU usage is not, I repeat NOT a bad thing in general. It becomes bad if you have it all the time with not-good-enough cooling solution.
I just wanted to bear some light about this misconcept of "never hit 100% CPU usage - it'll kill your machine"
True, if you dont have good cooling you may experience throttling and if you run 100% hot all the time it'll shorten the lifetime of the CPU(/&motherboard). Running it occasionally 100% doesnt hurt anything. While 3D rendering CPU/GPU might be 100% in use, but nothing bad happens.
There is a reason for taking cooling into account when buying new machines too.

Thanks everybody for the help. I don't have Stark on every track. It's the one that pushed it over the edge but with all the great help I ran it at 75% last night. Most excellent. I think turning off animations was the best advice. Also the Mix in Buffer and Triple buffer helped.
