Is REAPER the current best long term choice?

You really don't know what "moving the goalpost" means do you? You claimed Reaper could do it all etc. it can't, and because a feature is strange to you you find it complicated and it's not, and useless, which it also is not.

I once learned about a preference to tell Reaper that 1 bar of Midi should remain 1 bar after changing the song Tempo...
Let‘s face it - one bar is one bar in each and any tempo. If there‘s a need for changing this then this setting should default to „yepp I want my bar to be the same 4 counts despite the tempo“!!!
And having goofy options is not necessarily a god sent!

It's not uncommon to record in free time, no consideration to tempo while playing.
Then you lock that item content to time so it always plays back the same as when played and you can line up tempo grid later to what you played.
Nothing goofy about that.

On the Reaper, by default, an item by one bar remain one bar after tempo changing. Using File > Project Settings or by tempo marker.

I always hate these types of threads. "Best DAW". "Easiest DAW'. "Most comprehensive DAW". "Daw daw DAW". It only leads to tribalistic responses because everyone thinks their favorite DAW is the best.
The best long term choice is whatever you get the most use out of, regardless of what weirdo sitting across the world behind a computer screen in his underwear thinks. It's down to YOU and what YOU use effectively, not what anyone else says is the best choice for anyone else.
