If you ask me it's a looped short snippet of carefully selected audio, with a volume envelope applied. So it' sampling. If you look at it close up in an audio editor, you can unravel it.

At the very beginning it sounds like granular synthesis where the vocal is placed and then played back, good change your DAW has one of them as well.
