Are you allowed to sell/transfer NI licenses?? I got it free and never use it. In fact now that they killed the one product I did still use, and I just got a new M2 Mac and dont want Cubase running in Rosetta, I have no use for any of my NI stuff at this point.
(Im keeping my Absynth license for the memories though!)

Generally yes, I've found them one of the easier firms to deal with in this regard. You select the product(s) to transfer and they give you a transfer id which you then give to the new owner.
Of course, some products may be NFR, part of an upgrade etc so you need to check first.
