What's not to understand?
Also shows their new policy of "as little effort as we can get away with".
(I just put in for three license transfers. They sent me one transfer ID to do them all at once. Turn around time for support has also increased.)

The logo reminds me of video game Mass Effect N classifications^^ N1 means rookie in this case^^ Can't unsee it :p
