No I'm (half) kidding, I really do want to know this- so yes, down to the question. Does Reaper have any stock effect that allows you to make a 'chirp' from an imported audio sample? For instance sliding up from a B3 to D4 in 00.01.650. Is there any way to manipulate both the pitch and sustain/length with Reaper, or are plugins the only way to do that?

Items can have audio stretch markers (length/sustain), and a pitch envelope (slides). Should be pretty simple to do.
If you need precise timing, the item can optionally show a ruler (project time or item time). This is a short-ish pitch chirp of 36 semitones

You might need to set some options in the prefs to get the item icons to show.
