Does Windows 11 have any security settings that prevent me from saving new presets? And how can I "turn it off"? Thanks

I would recommend moving it out of program files folder.
Another option to try is to run it admin mode and see if that's able write/save.

other folder ok.
"run it admin mode" I don't get a selection for this if I want to save directly from the program in the folder...
So another folder is the solution

Now I understand, FL Studios move, have the content not in programs, but in documents

Lower your UAC (User Account Control) setting. At your own risk.
Or take ownership of the vstplugins folder.
