What exactly do you need the delay to do, are you looking for a delay with a phaser/flanger? I have a free delay plugin, I could easily add modulation effects like phaser/flanger to it, always open to suggestions...

The TC 2290 plugin doesn't sound so special. As a delay, it is very basic sounding without a lot of color or anything. Maybe it's the modelling, but I think also the hardware was already quite clean compared to those earlier 8/12 bit delays. It was a popular piece of hardware because it did delay+modulation+autopanning in one box, which was unique in those days, but today, patching that up in any DAW is trivial.

UAD Korg sdd is not native yet, and it doesn't sound as good as the current hardware pedal.
I tried Valhalla delay few years ago and now, and it doesn't sound great to my ears.
I'm using Replika xt with some equalization, it works for me in modern / vintage digital mode.
TC 2290 is not modeling, it's the actual algorithm from the original.

I’m pretty sure the 2290 is not a 1:1 with the hardware, but it does sound great and it's been done by the same company. So guess it's very close. I also didnt gel with the Valhalla Delay although its feature-set is good. I do find the 2290 more clear than in other delays. I like it and like the small hardware controller. Believe I got it for around 60-70€ on offer. But mostly using the Replika XT as it has great features, sound and a fine-ish GUI

The other vintage digital delay (though not a 2290) is SoundToys Primaltap. It's an emulation of the Lexicon PrimeTime. But it's an early digital delay, and the modulation changes the internal sample rate as opposed to just modulating the delay time from what I understand. So might be worth checking out.
