Is there such a thing as a VST that does an irregular delay?

Hope I can describe this so that is makes sense...
I'm looking for a VST that can do a delay that is not every quarter note, eighth note, dotted eighth note, etc., that can randomly create delays that are not an equal distance apart from each other. Is there such a thing?

As such this is very uncommon thing. I have a feeling that there is one such thing about but I cannot remember what it is. i assume it wasn't super as I lurve delays and would be on that like stink on, um, er.
Any decent Delay/Echo will have a "free" mode that gets away from the (terrible) BPM sync thing to pure time.
The issue you/the Dev faces is that for every "tap" or regeneration - depending on what you mean - you need a whole new delay line instanced within the unit as changing time for an already 'active' delay will change the speed of playback and it warps pitch.

This one sorta does that a tiny bit but it is more the mod for each echo tap being different than all the Taps be "random".
You may find some or all of what you hope for with this one that I made for Higher Hz: Hz Multiply was initially designed for subtle movement in sounds, it can definitely be used more dramatically. I often use it as part or all of a Song Reverb.

Yes, there are many delay plugins that have modulation sources that can be assigned to delay time. FabFilter Timeless 3 comes to mind:

Fabfilter Timeless is the easiest one for modulating time.

Blue Cat Late Replies is the most powerful and flexible delay I have come across by a long way. It can have 8 taps which are synced to a grid with up to 100 divisions of the delay time but you dont have to use snap to grid so effectively they are freely positioned if you want . More than that each tap can have its own fx channel using any effect you own plus its own effects plus even a copy of itself - so each tap can run through its own copy of Late Replies and on and on
the inbuilt Reaper ReaDelay can have any number of taps with any length up to 10 secs with feedback / filters, all of which can be modulated.
Minimal Audio have cluster delay which can achieve a very wide range of spacings but without the precision of ReaDelay
ina-GRM delays achieves similar results to Minimal Audio - although perhaps not as easy to get that variation
The Rob Papen delay might do what you want - have not used it for a while but worth a try

Also, other more standard delay usually have a "Shuffle" knob and not-synced by milliseconds setup.
Multitap delays have a full control on taps in milliseconds.

Maybe you can clarify this. Are you looking for a delay that will generate random time for each delay tap (i.e., continuously variable), or are you simply looking for a delay that can be randomly assigned different times that are not locked to note divisions, but still repeating off the time grid? If it's the latter, then almost any multi-tap delay will allow you to unlock the taps from the grid and just assign whatever random time (usually in milliseconds) that you want, but they will do so in a repeating fashion. Set up 4 delays (or as many as needed) panned as you wish with any random set delay time and then randomly record automation sends operated by hand to any of them. That will be fairly random.
