The two suggestions to use automation are only going to work if the Delays are set to time, not time dividion.
I think i have my delays covered but Sandman Pro looks quite interesting (as does MFM2).

ChowDSP makes some very cool open source plugins, compatible on Win/Mac/Linux. Chow Matrix is a wonderful delay, with a visual representation of your taps and you can introduce instability to the timing as well as being "off grid". Chow Tape also sounds amazing. All free. Can't go wrong.

Guess you'd do this using the Instant mode, no artifacts? Never tried it but sounds a good use for that mode. MeldaProduction's MDelayMB will do this - use a Random Modulator in Steps mode to modulate the Delay Time (macro-) parameter. And it's multiband too (with many different types of cross-over between the bands).

unfiltered audio BYOME/TRIAD with Instant Delay, Multitap, Pitch Delay, Reverse Delay, Tape Delay
with one of the random spurces (for example S&H Noise) does this perfectly
unfiltered audio Fault, Instant Delay, Sandman Pro (as already mentioned), maybe SILO (would be nice if it had the modulationmatrix)
will do the variable/different delaytime thingie nicely
hy-delay4 has a s&h modulator and all delaytimes can be modulated
probably u-he uhbik-d (has a mod matrix, mod with s&h)
probably anything glitchamchines
convex for example has a delay, modmatrix with lfo and lfo with random
frabcture, fractureXT, quadrant...
