SampleTank 4 MAX has a nice Jazzy flute with 9 articulations. Sustain, expressivo, marcato, staccato, falls slow/fast, rips, scoops, and growls. This has a nice sound to it. I really don't know much about them, but my sister plays the flute in several orchestras and bands. I should probably ask her what she thinks. But she would probably say get a real flute player, LOL.

The samples sound fairly dry with the effects switched off, but adding just a touch of the convolution room reverb brings it to life. They also seemed to have captured some of the "breathiness" of an actual woodwind player, more noticeable in the lower octave.

SampleTank 3 has a Flute and Bass flute in the Classical Woodwinds borrowed from Miroslav Philharmonic. It has multiple articulations. Doesn't sound as real as the new sampled flute in ST4 though.

Reaktor Spark, Reaktor Kontour, Absynth are all capable of killer flute sounds.

I've used SonicCouture Glassworks, more than one bowed thing in there for a flute-like thing a number of times.
Flute is not the hardest thing to synthesize.

I believe Spitfire's BBC DIscover has flutes included and it's free.

One of the greatest bargains in sampledom used to be VSL's basic SE woodwinds - it was about 60 euros, 8 legato instruments with a great tone and highly playable, and by far the best thing in their SE range. Unfortunately they did away with the separate sections a couple of years back. There's currently a 40% off sale including the entire v1 but it's still €191, so doesn't make much financial sense just for the winds.

However, the single flute is on sale at a mere €45 - https://www.vsl.co.at/en/Woodwinds_I/Fl ... le_Content . Their website is a little confusing at the moment - the sample content is listed in two columns, the first is unlabelled and the second is "full library". I honestly don't know if all that stuff is included in the €45 price, but to be honest even the slimmed down version is pretty good, vastly more articulations than the SE version.

As the topic starter, I got some feedback. Got lots of flutes now and like them all. The best one is the Bamboo Flute of Sonic Zest https://soniczest.com/bamboo-flute/ . Using it a lot; deep and emotional.

I find Spitfire Audio samples somewhat above the rest. They do Originals Rare Flutes for £29 but you may check out their orchestra stuff.

In particular, the Steampipe ensemble (and it's variants) in Reaktor.
