Sounds similar to the Arturia Pigments library (not foley) or the Emulator 2 V factory folder sounds.
Preferrably without breaking the bank.

Wav files. No kontakt library or weird file fromats that require specific software I don't have either please. (I know the kontakt player is free but i really don't want to download more stuff, I use Pigments and the TAL Sampler)

you can always browse Pianobook. there are some interesting textural libraries on there, often with a very "handmade" indie or experimental vibe. maybe check out dan keen and hunter rogerson to start; DK's soft string spurs is maybe my favorite free strings patch ever. but there are a ton of people who have done cool textural stuff with "swarms" and "thrums" and whatnot

the patches there are generally going to be in kontakt or (the free) decentsampler, but i think one of the requirements for uploading to the site, even/especially for kontakt patches, is that all the samples are uncompressed wavs instead of NI's proprietary format, so anyone can use them in any sampler

oh and it's all completely free
