no, the best you can do is use a event based bounce like render instruments then bring the audio to a new audio track to make a copy then render the audio back to instrument part and remove the fx you wanted to have an event fx sorta function for. little more tedious but its the same thing.
if you hold option while dragging a fx from the browser it says it will but if you drop it on the track it wont. I think this would be a nice bonus to have though. useful feature.
