i want to learn how one can create such modulated (gliding) vocal samples?

is this possible in reasamplomatic? reaper?
or need some sampler or synth? like helm/vital or serum?

also in general, what's the better way,
to create more dynamic sounds?
my music generally sounds pretty flat (if you know what i mean)

Yes, that can be done easily in ReaSamplOmatic5000.
Set mode to 'Note (Semitone shifted)', enable 'Obey note-offs', and then adjust 'Portamento' time.
It creates the gliding sound on overlapping MIDI notes.
