Came across this video today
Nifty idea for improved clarity - and at a glance separation of panel knobs

A lot of synths these days are just featureless black panels with bright LED lights that make it hard to see in a dim room.

Cheap too, I see them on Amazon in multi colour kits of 1500+ for under $20

Presumably, there's going to be an effect on the turn 'smoothness', though, because of friction between the rubber and the panel?

Depends on the synth, but most of mine get thicker towards the bottom and have a lip to catch the band.
For others like my Korg Prologue 16, which has knobs that are straight up and down, just don't push the band all the way down.

well, yeah, in principle. but its gonna happen through use I suspect.
