On the consumer side Boss RDD-10 was popular also the Boss DE-200. On the pro-er side the Rolands like the SDE series. Also echoplexes and analogue delays of the day. On the high end, from what I recall, was the Eventide Harmonizer series but probably over-kill for delay. Digital delay was still being optimized so there was a lot of different approaches and tonalities to choose from.

Arturia Eternity will cover this if you use the Single Delay Mode and make use of its Bit Crusher. Unfiltered Audio's Sandman Pro will also, if you use its SampleRate feature in it's Modern Instant Mode. Though you will have to calculate where to stick the Sample Rate parameter is its in percentage. You'd also want to avoid its more elaborate features too, delays back then were pretty simple.

Or more simply, H-Delay with its 12-bit Lofi button engaged and/or Analog Mode 1 or 2 engaged. That actually controls the delay emulation in this plugin, it's not simply noise.

I'm thinking the Soundtoy plugin will cover this too. I don't actually own it, so I can't be sure.

Adversely you can follow a basic digital delay with a bit crusher.
