That is what was said on page 3. 5:00 PM CEST. That should be 11:00 AM EST where I live. It should be 3 hours from when I'm posting this.

Not a great start - UVI Portal said the new factory library was already installed which it wasn't. I then deleted the reference in the newly-updated Portal and manually deleted the old one on disk, and then redownloaded. This resulted in a 1007 - ARCHIVE ERROR.

EDIT - on a fourth restart of the Product Portal it worked.
