There does not seem to be a real solution to this. There was also a hint that it had something to do with the hub, this window with information etc. that you should deactivate. Whether it makes a difference how you close Cubase (via the window, the menu or Ctrl-Q) I don't know.
Other DAWs probably do it differently or let the plug-ins run in a sandbox.

I am using very close to all VST3 now, and have their draw of cpu suspended while not processing audio.*
A small percentage of the time this happens here and I'd say by this point the ratio of project demands in real time to the machine's keeping up is not great. (*: look at the VST2s)

It will sometimes close if you give it 5 minutes. It hasn’t always been like this for me but it happens occasionally since maybe 5-6 versions back. The biggest issue with this, besides needing to reboot, is that settings aren’t saved. I am almost sure it has something to do with plugins not unloading like other have mentioned already.

Using Pro version 11.5 and I see the option regarding vst3 when no audio detected but nothing about keeping plugins in memory. Anyway, tried ctrl Q and using menu "Quit" but no difference last night. Next will try disabling the hub, wont be for a few days though.

I love Cubase, but it’s funny how persistent this behavior has been over the nearly 30 years I’ve been using it, regardless of computing platform. This issue and the *poof* to desktop go all the way back to the 90s for me.

I looked into plugin settings and had the same as BBFG#. I just tried the ctrlQ thing though, and it worked! It was slow and initially it looked like it didn't want to let go of the last screen, but it actually closed down properly. Thankyou to whoever posted that
. It's a sign to me that I should learn so many more shortcuts. I actually made a few of my own but of course I lost them when Cubase crashed on me and I had to try deleting preferences etc to reset it!
