Korg Prologue. I'd be happy with an 8, but it makes sense to go for the 16. Character Korg filters, the 16 has the bass compressor thingy on board. Better price than most competitors. Definitely still available despite net rumors of discontinued.

After that, for me it would be between a Summit and Polybrute. Summit has more vanilla filter character but does a lot of OSCar tricks that make it unique, Polybrute has those gnarly Arturia filters and a lightshow to compete with Blackpool. Both expensive.

It doesn't have a keyboard but worth a look for the genres you listed: Elektron Analog Four MkII. Good for percussive and bass sounds, has nice distortion features, and still four note polyphony.

Korg DW-6000. Digital oscillators but the filters are analog and sound gorgeous, giving it a sound that rivals many fully analog synths. Also, while it only has a few controls, the Data fader will control you touched last, so just make sure the last thing you touch is the filter cutoff. All parameters can be controlled over MIDI.

People pay $1,000+ for the EX-8000, the DW-6000 has nearly the same sound and there's one on Reverb for $250 right now:

IMO, you should spend all the money on a good controller and use software until you can save enough for something really good. Software has become great, these days, and will easily tide you over until you can buy based on what you want, and not just what you have in the bank at the moment.
