used to use: Waves L3, Waves L2, Voxengo Elephant and Sonnox Limiter ( regret selling Sonnox Limiter tho )
using now: Ozone Limiter, Slate FG-X 2, Pro-L, ands sometimes Invisible Limiter G2
Main Computer Specs: MacBook M1 Max, 32GB, 4TB, Cubase 13.

Well yes. REAPER users could override this with the selective oversampling though. I wish other DAWs could do this.

People still talk about the TC System 6000 but with DMG Limitless and Newfangled Elevate I suspect we've reached the ceiling of Limiting technology.

TDR limiter GE is 20$ atm and is better than most ''fancy'' limiter.

edit : To be fair it does much more than just limiting it's more an all around dynamics controller.

It's an amazing set of tools for the money. Even at full price it's hard to beat. Like all TDL plugins.
software is a tool that allows us to complete a given task.

I use a few. On tracks and busses I will use DMG Track Limit in transparent mode. When I do some mastering, I use Weiss Maximizer, just for the wide preset, but ony a dB of reduction and then Ozone Maximizer at the end of the chain.
I have a lot more though: Limiter 6, Xenon, Elephant and probably a dozen others but I gravitate to the few above most often. I tend to hate the sound of limiters so I don't hit them hard. Nothing sucks the life out of drums more than a limiter on the drum buss. Using it as a hard ceiling with a clipper before works very well.

You are sure ? like - unequivocally sure ?
The truth is that It is as good as you want it to be. ISP or not. it's all programm material dependent.

A LOT of the mentioned "Limiters" here are not limiters in their pure, technical meaning. they are "coloring and ceiling surpassing perversion suites" which are a combination of HF "compression", distortion of all sorts, simple EQs, plain clippers, fixed parameter compressors and a plain limiter - all together (whether they are fully parameter exposed to the user - or not).

You can limit with limiters (it goes without saying...), distortion plugs, with compressors and with.. what not.

I limit with Neural Amp Modeler and High-End DA EMU.
It is (CPU) heavy as a pregnant elephant (not the VST Elephant) but can be driven to heaven.

Just rediscovered Waves L1+ ultramaximazer. On EDM, where the dynamic range needs to be flatten more than on any other styles, it works very well. It is bright and tight. Plus, it is a True Pick limiter. In EDM I set it to the maximum release setting.

Any music where the dynamic range "feel" has to be more or less preserved - IK Stealth Limiter. This one is also one of the loudest limiters I've heard.

To mention:
TDR Limiter GE has a no-Latency mode. Important for realtime-play uses.
"Plugin has turned Drug now"....and the business knows it.

I primarily do sound design and stupid noise-making and don’t do mixing and mastering (bad ears and no education/experience in how to do it correctly/well). I grabbed Voxengo EBusLim on sale a long time ago and throw that at the end of a channel or bus in case I do something dumb. That is about it.
