Or vice versa?
I have a ton of kontakt libraries, and I'd love to be able to at least import the keyboard layouts of samples (velocity layers, round robins, etc).
Anything out there that addresses this?

Not easily. The samples are usually encrypted. You'd need an autosampler like Bliss or Directwave to go to an intermediate format and then go from there if possible.
