It sounds like you're talking about ReplayGain. It's a standard for equal-loudness playback, which relies on scanning the audio files and storing their loudness and (true) peak data in the tags.
Arguably the most common app for ReplayGain-scanning the files and writing the metadata is foobar2000. You can configure it to display those values in a human-friendly format next to each file, if that's what you're looking for.
