I have a dedicated ssd that's just for vsts and nothing else. I have two main folders on there. 32bit and 64bit. I extracted everything in the plex2.zip and put it in the 32bit folder while removing the plex264.dll. That suggests to me that you might have some kinda of access conflict. It's an old plugin (I can't remember how old), so it's quite possible Windows folder access restrictions aren't playing nice with a pluign that might predate their introduction. If you installed to a protected folder (e.g. Program Files), try moving the folder elsewhere, like C:\vst\ where you can be sure there won't be any issues in accessing that folder.
Other than that, you'd probably get more help if you provide a bit more detail on how your installation is set up.
FL won't tell me whether the track used the 32bit or the 64bit, so I installed both.
Here are the .raw files that the error message says aren't there. I'm sitting looking at them
