Hi, sorry to ask here, I have some old files in .ALL format. I have tried but just cannot get a VM to run Windows XP to run Cubase SX/SE3 to allow these to be opened and resaved as .CPR files.
Does anyone here have this ability to convert these, or know anyone running a service that can do this?

You'll probably have better luck asking at the Steinberg Cubase forums..
All my Mac's that will run 3 natively are stored in the garage (and probably don't run anymore), but there's plenty of users there that can help.

I just cannot get an XP virtual machine to run. I might if I can update my bios, but very reluctant to do that on my music PC!

I just installed Win10 32bit on an old PC and then installed Cubase SX3. The current usb key allows SX3 to run. From SX3, "import .All" files.
From here, you save it as a CPR, and should be able to be loaded from a current version of Cubase.
