There's Musette, but you get what you pay for, no bells and whistles.
Finale offers some kind of free thing, but I've never tried. If you're up for Linux, there's a fantastic app called Rosegarden.

There's one called Melody Assistant which is only $20 US with free updates for life.
I have it myself although I've only ever played with it. Found it a little quirky but it certainly has a shitload of features for the money.

Anvil studio. It's free, and I use it a lot. I think the company's name is Willow. You can get it at cnet.

i used to use lime, but it's shareware, not free. i think it's like $80. also, it doesn't do multiple tracks at once!

the one i'm working on getting to work as i type this is rosegarden. but it's notation seems limited. but it exports to lilypond
for L50 you can get studio to go, which runs on any PC. It includes rosegarden.
I'm sure there are others, but I have to go now.

I use print music. It's a scaled down version of finale. It's not free, but it's files interchange between it's self and finale.
