Microsoft VASA-1 will do this. It takes a single still photo and audio track as input. There is no info on when it will be available to the general public.

It won't be long before A.I. can generate an entire album of songs including lyrics and vocals and generate "people" to perform the music in videos. An entire album of music including videos could be ready in a couple of minutes. Humans will not be required.

A.I. performers perfectly optimized to your tastes will be all over your screens. They will be the most likeable, clickable, memeable, cool, sexy, etc. performers ever with an endless flood of addictive content for you to consume. Of course, you can see them live in a hologram performance too.

But does that matter for an AI generated playlist? Terminator was wrong!!!! It all starts with the music being taken over. Oh well, lot's of time to listen while you're doing your mandatory electricity generation for them on a stationary bike.
