Removing the high end of the spectrum, although I would assume any of these would also have the Low Pass Filter as well..?

GEQ is a lot more than what's asked for, but it has a choice of high end roll off curves, and other options that are all relevant to selective high end cut.

With 'high cut' I assume you want to cut the high frequencies. 'FreEq Boy' will do this in which ever way you like - simple or as complicated as you like.

Here's a very simple VST effect that's simply a non-resonating LP with a maximum of 64 stages. Not CPU optimized, but does exactly the job without frills:

Almost any EQ with a shelving function should do the job more or less fine.
Most hosts have them build in.
