Is there a plugin that suppresses the frequency below a threshold?

I drew a picture to demonstrate what I mean:

I found out I can (sorta) achieve it by using soothe2 with delta function and mix it with the original track, but that method seems to unwantedly multiply/boost the resonance frequencies and make it uneven.

Is there any plugin that can supress the 'floor noise' WITHOUT affecting the overall spectrum shape?

Hm... it seems it amplifies the dominant materials(I suppose frequencies)... I hope it won't affect the overall spectral shape.

Mmm, not sure you will like it but the only one I know is in Bitwig.
With the spectral suit, you get a loudness splitter. You can set threshold to increase or reduce the volume of frequencies between loudness thresholds.

Ok I found a plugin called Spectral Suite made by Andrew Reeman.

It's not perfect, (It seems it can steeply distort the overall spectrum shape depending on the setting, and it has no visual analyzer to see where/how it's doing its job.) but it seems to do the job that I want.

Tested with saw + brown noise:

weird, its working from here (UK). that's one of two plugins they do which might work, btw, there's also spectralcompand.

If it is just noise you want removed, there are better ways. I forgot what plugins do this, but in audio editors you typically select a piece with noise only. That serves as "fingerprint" of the noise to be subtracted from the signal.
Would that work for you?
NB: it gives nasty artefacts when applied too aggressively.

Well, the purpose for me is to make the sound(especially artificially synthesized vocals and synths with mechanical noise) more clean and polished by leaving only the 'correct' frequencies for each harmonic, without completely wiping out others. Spectral Suite seems to be working for me for this purpose, although it's not perfect.
