What’s the sound design for the pads in this track? I know there’s many layered in here but I want to know how to recreate these sounds in say Serum or Vital. Are there any synths/VSTs that specialize in this?

Because there's so much going on I'd need to know a specific sound you're after.
There are a few YouTube videos out there for "etherial" sounds and similar terms that go over a lot of these kinda sounds.

All the synthesized sounds you hear can be made in Vital or Serum or most other synths.
A lot to do with the notes/chords, filter and delay/reverb

The u-he synths can do this for example but yes, basically any synth can.

Luftrum Lunaris 2 is all about pads.

You can get that & better with freeware synths like Synth1 & Crystal & Oatmeal & just use Xlutop Chainer to hook 'em all up together... Cantabile Performer can do same too....

For PS2 era pads look at some romplers like Purity, Triton VST, XV-5080 VST. That should get you that sound pretty quickly.

What's very characteristic for this sound is that it's sample based. When you play different octaves from a sample, the way the pitch is getting changed is what creates this distinct vibe.

The sample itself for this pad sounds like it's done with FM-synthesis, that's the crystalline/shimmering sound.

So you could create a patch with FM/wavetable synthesis, render it out as wav (just play a middle C note), import it back into your DAW (or synth) and then process it further into a pad.

I don't know about Serum or Vital, but Pigments allows you to create sample based patches.
