are the fish fillets mastering effects?

The opposite in fact. From what I remember of the blurb on Sascha's site, Fish Fillets were designed for tracking, not mastering. That doesn't mean you can't use them as master FX, of course, but they were coded (especially the comp) to have sonic character...not necessarily what you'd want on a whole mix. I certainly wouldn't use Blockfish on a whole mix, although there is many a time when it's perfect for compressing a channel, or even a subgroup.
Spitfish...I fail to see where you'd ever want to use a de-esser on a mix? Floorfish...I suppose you could use a gate on a mix - but personally I do all the noise riddance at the recording and tracking stage - once you have no noise in your channels, that's one of the many benefits of PC audio over hardware...no more introduced noise.
As to why it only appears in Logic in the master slots...who knows. I always thought Logic was an odd host

They should appear as inserts in any "Audio Object" that has inserts (Track, Input, Instrument, Bus etc).
