Can Ableton transform MIDI?

Not that I'm aware of. Only post-facto other than quantizing.

Yes you would, Live comes with a selection of MIDI effects. Ableton Live has MIDI Effects, all of them work real-time:

(EDIT: Basically, Pitch or Scale devices can be used to "get C3 from a MIDI Keyboard to trigger C4 on a softsynth".)
Filtering can be done with MIDI Effect Racks and their zones:

Record Quantization is a menu option:

Those transformations from 12 are only for editing, but the MIDI Effects devices do work in real time. However, and this is a big however, they don't seem to record. In my hands-on just now, only the note played on my keyboard recorded.
I'm not saying this is bad or good, but you'll need to bounce the track to record the effects as far as I can tell.
