Waveform 11. New Tempo mark snaps to nearest beat

I have been following this youtube video



When I create a new tempo change, the red dot is created to the nearest beat and not where I positioned the cursor. I can click and move the red dot but it keeps snapping to a whole beat even with snap off. Can anyone help?
