Currently have a 50% off sale, use code: Gjekstad
IRCAM's FLUX Trax is pretty amazing as well, albeit expensive like everything IRCAM makes
On sale right now for $99 at Audio Deluxe and Best Service.
Still not cheap but more digestible than the full price.

I’m really not sure. I bought it ages ago and haven’t really paid attention to the price ever since.

AIR Spectral (from Air Creative FX Collection Plus)
Vengeance Smearshifter and Spectral-Q (both with fft ajustment, from VPS Essential FX Bundle 2)

2C Audio Kaleidoscope, pretty spectral direction.
Aberrant DSP Digitalis with Paint module.

Acon Digital stuff with spectral nature like ExtractDialogue, Remix or DeVerberate being used not on purpose can be interesting in experimental area too.

Recently Sloom by Anemond

GoodHertz - Lossy
WA Prod - Venom (formerly ReCompose - Spexx)
JMG Sound (UnitedPlugins) - Cryostasis and Transmutator.
Fugue State Audio (Kevin Breidenbach) - Spectral Lemuring (free, but quite usable).
Magenta - DDSP fx (free)

PlogueBidule - some base for spectral mangling, with his factory fft modules.
Softube Modular (VCV too) - has some stuff like Buchla 296E

Same/same. Had it for at least a decade, maybe a couple of years more, even. It was amongst my super-secret weapons for ages, as it was way ahead of the {spectral} crowd. Still is quite unique. Well worth the price of entry if spectral manipulation is of interest... {YMMV} of course. [2c]

Hi

Although not touted as a spectral effect, it uses 'filter tables' (whatever they are) and if/when Mixcraft supports 'CLAP' I will probably buy it:

Wowzers! I don't know why but I thought obelisk was discontinued. I still use spektral delay in bitwig, but I have never gotten very into the Melda Spectral delay. May have to grab that.

I use the soundhack plugins and MSpectraldynamics for lots of the more common fft tricks. MSpectraldynamics is also great since it can be loaded up in mxxx for even weirder things including feedback loops that include other bizarre processes.

Anyway if you want to get crazy with spectral processing, I'd recommend getting Plugdata (pure data build) and learning your way around all the fftease modules as well as learning how to make an fft array of your own and playing with that data.

Spectrumworx was an amazing modular spectral plugin that unfortunately never caught on as well as I thought it should and they went under, but it's been made open source so it might be making a comeback.

On PC there's lots of old freeware spectral stuff that still runs fine (some may need 32>64 bit wrapping). Reaktor, Max, and really any other modular DSP platform will also let you do some crazy spectral manipulation if you wish to put in some time learning how to set things up.
Don't F**K with Mr. Zero.
