Plogue has an SPC delay in chipcrusher, and you can enable or disable the various other effects with it. Combine with a schroeder reverb (e.g. BYOME "lo-fi-reverb", m4l, reaktor, etc.), and on paper you're approaching the ballpark of the PSX ... less all the presets. That's what I would throw up for comparison, were I testing this, which I might one day, but presently in cull mode on third-party delays and reverbs.

I guess they can block it in some countries but it’s a bad look.
From ISW: “ Because of the digital nature of our instruments, we generally do not allow license transfers: we have no way of verifying that the software has been deleted by the seller after the transfer. However, we do make exceptions on a case-by-case basis. Please contact us for more information.”
In the European Union they are legally unable to block it.
“According to the European Court of Justice (CJEU), software companies can't prevent users from selling their digital downloads or copies of software on physical media to others after the initial sale. This is because the sale of a copy of a computer program exhausts the copyright owner's exclusive right of distribution. This means that the purchaser can resell the software and the copyright holder can't control the resale. The CJEU's ruling applies to all copies, including updated and corrected programs, and whether the copy is downloaded from the internet or on a physical medium.”
So a good question would be, how many large plugin companies that are profitable long-term block license transfers?

FWIW, while we do write that policy as 'CYA', we approve just about every transfer request we get.

Just found out Jatin Chowdhury worked on this plugin reading the GS thread. That’s really all I needed to push me over the edge to buy it. I’m so happy to see him working on paid plugins now! I’m sure most of us have at least seen the plugins he’s created and many have used his free offerings so you know it’s gonna be good stuff when he’s on board.

is an offline activation also possible or only online?

Yes, it's possible, the process is outlined on page 4 here:

To be clear the plugin does not require an internet connection to be used, nor does it regularly connect to the internet... in fact the only time during operation it does is when it is unregistered AND you are inputting an email/serial to activate it. When you do this, it executes a one-time-only check against the activation server. After that, you could disconnect that computer from the internet forever and the plugin will continue to work.
The offline activation process is intended to be used in situations where you have two computers, say Computer 1 & 2, but you don't want Computer 2 to connect to the internet. Basically, Computer 1 is used to generate the registration info for Computer 2. Computer 2 will never need to be online at any part of the process.

thx zircon, btw the exe is flagged as a virus by Google and Ikarus, can you please check?

This is a false positive... the Windows installer EXE is correctly signed via DigiCert, so it's not an unknown application. Are there any specifics in the scan or 'virus' details about what Google/Ikarus thinks it is? We may be able to send a message to whitelist the application.

May not want to use Nintendo's trademarks in your marketing. Like Mario, they're not afraid to use the proverbial hammer on those who use their trademarks in commercial endeavours without permission.
