Re-occuring windows 10 issue , slow vst gui loading affecting host performance

I had this issue in the past with several plugins , as soo as their gui is brought up ,windows taskmanager cpu readout increases significantly without any audio processing
This was reason for me enough to no buy those plugs .
Now it happens with plugs that didn't do this before , Talmod , Tal bassline , Plogue ops7 etc..
At first I thought it was combined win10-renoise issue , but now one version of renoise is affected by it ( another one is not ) , also affected is Reaper .
The issue repeats itself almost every week now and and goes away after 2-3 days .
In renoise , the issue is so severe that Realtime recording from the pc keyboard becomes sluggish and stuttery , loading certain plugins takes 20 seconds etc..
Things I tried to resolve , turned off indexing for c drive ( sdd ) didn't help etc..different audio drivers ( roland , assio 4 all etc..) didn't help
I am sure it's some obscure process intaskmanager that is causing this , but which one ?
It's probably graphics related since the culprit are the vst's guis , had a win10 update yesterday but issue remains
Specs , pretty old I5 cpu ( 2012 ) , win 10 ,Old AMD radeon ,only 64 bit plugs , no sandboxing

You can see what process is taxing the CPU.

to check if there is any "strange" program in the Scheduled Tasks and Services.
In the Autoruns>menu>Options Enabled the Hide Empty Locations and Hide Windows Entries.

sounds like antivirus and plugins which have the net frameworks ability. also affected is fonts due to windows recording all textual input. it's why I'm switching to no text (dropdowns only).
i7 and beyond is affected even more by this.

I eventually found the issue and it's win 10 related , part of the MS defender antivirus defender .
Whenever this processstarted , some plugins would behave exceptionally slow ( gui wise )
There were a few users on the renoise board who had the exact same problem .
Killing win 10 , diagnostic policy server cured the issue , I also had it in reaper but not in Loomer architect
It still remains a mystery why certain plugs and Hosts are affected .
In the past this issue would occur once maybe twice a month , now re-occurs a couple of times a day .

Two years later , and now this issue is happening on another laptop
Drives me insane.

Maybe it suffices if you make an exclude rule for your host in defender.
(not sure if that then also applies to dynamic libraries (plugins) the host is loading, would need to be tested)
