DualPanner - Free Stereo Panning VST

Could someone re-upload the updated version, if it's not available anywhere.

Sorry to open such an old post, especially since the developer called it quits in 2019.
We have been using this dual panner since when it came out, since Cubase Artist does not have the stereo combined panner (why this is a pro feature is beyond me).
So, we are looking for an equivilant VST3 version, now Cubase is heading towards not supporting VST2.
Open to suggestions (other than "there is a thing called google", yes we tried that, now we want recommendations)

I downloaded the zip and found a VST2 from 2013 and the manual are the only things in the zip.
