Make chrods out from a "non-musical" sound

Hello everyone. I'm looking for a tool that helps me to make chords from sound that are not musical originally. I'm not looking for a synth or instrument per se, but a tool that can take some already recorded sounds and transforms it. Example: Make a chord out of a wind sound.
Is there any EQ/resonance tool that helps you to transform sound in this musical/creative way?
Thank you very much.

do you own guitar rig by any chance?
there you have a module called resochord...
"Resochord is a bank of six comb filters, which produce distinct resonances in the frequency
spectrum. The resonant frequencies of the comb filters can be tuned musically, enabling you to
harmonize signals and create pitches and chords from any signal." (manual)

as per a regular EQ, the "Q"/"bandwidth" setting of an EQ, if set steeper and narrower will start to highlight a specific pitch in Hertz (Hz) so if it's a true parametric EQ wtih good resolution, you can boost say maybe 12 dB or more at that frequency and if there's sound there you can get it to "howl" or ring at that note. The equal tempered scale isn't spaced by mere hertz but it doesn't matter because if you get close enough to a pitch with the parametric EQ it will be close enough.
You can accomplish that with EasyQ freeware. Adjust the bandwidth and gain per "note"

Byome or Triad by Plugin Alliance are really nice multi fx that have Resonator Bank. Resonator Bank have Decay (for long or short sound), 4 Note dials (for set the chord), each dial have idependent gain, Mix. Byome is $29.99, and Triad $24.99 if money is not a problem, you didn't say free or paid.

Funny that Triad is now cheaper than Byome.

Amazing answers, thank you all. Trying to resume at a first glance:
Spear (free) looks interesting in a experimentative way, maybe not really musical. Complex controls.
Cecilia (free) looks provably more musical/ambient style.
Resochord from Guitar Rig is very effective but basic and synthetic, not really playable.
Reaktor also has an effect module called Resochord that is more complex and looks interesting.
Pitchmap (169€) looks really powerful and definitively the most musical tool. I'd love to have it if I can afford it in the future.
Also found this video comparing Chroma (Serum expansion) vs Pitchmap:

I am pretty sure that chroma is an effect plugin that does polyphonic pitch correction and not a serum expansion. People like to use it to impart a chord like quality to harmonically rich sounds.
Don't F**K with Mr. Zero.

Another possibility is to use the bandpass filter within Vember Shortcircuit on a played sample.
The BPF can be so narrow as to get a pitch implied. If I remember correctly, there are two filter areas.
Vember Shortcircuit is still downloadable from here: https://web.archive.org/web/20140412222 ... ircuit.php
download v1.1.1 = https://web.archive.org/web/20140412222 ... -1_1_1.exe
download v1.1.2 = https://web.archive.org/web/20140412222 ... -1_1_2.exe
