OhmBoyz has a built-in multi-mode filter in its delay lines for this kind of effects.

Anyhow, try ClassicDelay and Voxengo Tempo delay, also cat delay. They're extremely affordable (free). They allow you to filter just the delay. Plus you should try all the other delays that have been mentioned so far.

. If you wanna spend some money then go for something like the PSP Delays.

Klanglabs/Spyro has deelay and Pdeelay that I think could do that.

And MFM is very capable of it too (although that requires a bit more programming)

For the best filter control ohmforce is your friend

scuzzphut6 (the pink one) has two tempo-syncable filtered delays on it. You could just switch off the trancegate and use them. Each filterdelay has a tempo synced LFO, which can modulate filter cutoff and pan (in individual amounts)

You could always buy Orion Platinum which has a filter delay unit. Nearly as good as the new Diffuse Delay unit!!

A 4-band eq modulated by two envelope followers in the delay feedback can cause serious addiction
