The deadline is always midnight on the last day of the month, even at New Year. Here in the UK, that's 08:00 in winter (GMT/UTC), and it changes by 1 hour during summer (BST/UTC+1).
For you, I guess that's about 1 or 2 hours earlier (6 or 7am)? If you submitted at 4:45pm, then your entry was about ~9 hours late.
