Halion Symphonic Orchestra (HSO) and Steinberg Licensing

I still use this old library (HSO) from time to time, but I haven't received a voucher for the license upgrade (I did receive vouchers for my other Steinberg licenses). Would someone explain to me if HSO supports the new licensing system or not? I read somewhere that some folks did receive it for HSO and successfully upgraded their HSO license. I contacted a local dealer in my country about this issue, and they replied that these kinds of issues are handled by Steinberg themselves, and I don’t know a way to contact them directly. The Steinberg forums weren't helpful. Can anyone else clarify this? What should I do in this situation?

Well you contact them like everyone else does, go to the support section of their website and get ahold of them. The only people that can help you are the folks that hold the license and run the server. No one on these forums, or the Steinberg forums can move that license from the eLicenser to the new system for you. The Steinberg forums are not official support forums. It's a bunch of users, like you and I, helping one another out. We get lucky every now and then a dev will pop in and talk about something, but that's not their job and they very rarely ever see the forum.
