What is the issue with companies not updating their plugins sold through Splice?

Is this a software company or Splice issue?
Way back in December I bought Modular from Softube off their website. I've always liked Softube products and I've used them for years. One of my "go to" companies. I purchased Modular because Softube plugins and synths break down into modules for their Modular, and I thought that was a really cool concept. While I bought most of my Softube products either direct or through retailers, I purchased their synth bundle "pay as you go" on Splice.
The issue is that the products I've bought on Splice are not being updated in real time along with what the manufacturers release. I can't use my Softube synth bundle in Modular due to the synths all being versions behind what's currently released by Softube. So, I get a big warning banner and I can't use them in Modular.
I contacted Softube support as soon as the issue came up. There was sporadic communication and I was made an offer through the support email that licenses would be dropped in my account so that I could use their current products. I agreed to that, then crickets. The licenses never appeared. Now I'm being told "new updates should be coming to Splice within the upcoming weeks - I don't have an exact ETA yet".
It's already February, and I still have to wait weeks for compatibility?
I also went through this with Korg and Baby Audio. Waiting weeks and sometimes months to be brought up to the current version vs. what's available on Splice.
Are Splice the ones causing the delay? Or, are companies dragging their feet supplying the plugins to Splice?

Edit: I made a bad assumption. Splice states that this software will be kept updated to the latest version.

They have to add the 'pay go protection' so that the software de-activates if you stop paying so it's a different build of the software. Companies aren't going to delay their main release to keep the two in sync, and might not bother doing at all with minor point releases.
Add the additional delay of handing off to Splice, Splice doing whatever they need to setup on their rental backend for the new version, Splice doing some QA, and then Splice releasing it, and you're going to have some lag time.

Incredibly lame. I can tell you, for a fact, that the Model collection being sold on Splice right now is not up to date to the latest version, and it's been this way for months.

i have an on/off "pay as you go" subscription to Bitwig through Splice
when i've got the subscription going i can update Bitwig through Bitwig's own site
of course when i have a rest on the subscription i can't use Bitwig, but can always update when i need to use Bitwig again
i guess it doesn't work like that with Softube, that sucks.

I do the same with Bitwig. With Bitwig I can update the program through the program. What's weird now is that since I updated my Softube app yesterday, it no longer shows the upgraded updates for the Model Series.

I rented to own Serum through Splice and could always update it...
I rented to own Bitwig and could always update it...
So it seems that the Software company should make this possible like the others do as well...
Of course it´s easier to blame someone else for it when you are to lazy as a company to provide a working way...

I have the same problem with Serum via splice. Somehow, through hoops, I always manage to get the latest version but it's always a hassle. I'll never ever do business with them again

Six months later and they're still not updated. Despite their support telling me twice that they would provide me with temporary licenses, that hasn't happened either.

Incredibly frustrating. The entire industry needs to get its shit together when it comes to updates - so many problems whether its not updating regularly reported issues for many months/years or not notifying customers when updates do come out.
I understand many companies are one man bands, but it's not good.
