Looking for a good FREE pitch shifter for music

I purchased pre-recorded music. It comes with each of the instruments on separate tracks and I bounce them to a music BUS and on occasion I need to shift the pitch up or down by a semitone or so. I currently use Reaper DAW and the last time I did this the pitch shifter in Reaper didn't like the oboe instrument and it kind of made it sound not so great when it shifted the pitch of that instrument, so I am wondering if there might be a better quality pitch shifter that I can try out?
The one thing I am absolutely opposed to is subscribing to something on a monthly basis for any reason at any time, or an ilok absolutely won't do that! Do not like having a company with that much control over my life to turn things on or off whenever they want. I know that people have their various opinions about such things, but that's mine.
So I would appreciate the referral of any free pitch shifter that anyone could suggest that might be better than the one that comes with Reaper!

Sounds like you don't need to do this in real time, so I'd be seeing which other programs have demos which allow you to import and export wav files. I know FL Studio only stops you from saving projects as the limitation, and the time/pitch stretch is pretty good with a number of algorithms from Zplane.
