Is there an easy way to correct this problem? (And don't say use some better samples!

I'm using some cheap string samples (in EXS24), but when added to the mix, they seem to drag behind everything else, as though there was some big delay on them or something. - They arn't in time at all.

Look at the samples themselves and see if there's any empty space before the notes start. If so then you may have to tweak the samples by editing out that empty space, or changing where in the sample your sampler starts playback. If there's not then it may just be the attack envelope of the string sounds being too long, see if shortening that works out.
I'm sorry this post wasn't about techno.

Or, if you want to keep the samples (and their dynamics) as they are, try triggering them a bit too early to complement the slow attack.
Only works in some cases, though, when there's no loud different harmony at the end of the last bar.
