If you have Reaktor the VHS Audio Degradation Suite ensemble is good for this sound:

As a fellow noise nut I think folks have recommended some excellent starting points (Sketchcassette especially) but you should check out Airwindows too. With 400-ish different plugins Chris (owner)'s stuff can seem nigh on impenetrable at first but now that he's put all of them together in the form of one (FREE) plugin with an explanation/instruction for each right in the GUI it's never been easier. In particular, his tape emulators (ToTape, FromTape, etc) and Channel/Console systems take tape/analog emulators to the next level. I've been using them for a long time and they really do summon the vibe like none other. They're incredibly low on memory/space too so you can go nuts with them. Besides the ones mentioned earlier I recommend trying different Airwindows plugs at random - you'll start to find certain ones you want on everything you do. Good luck!https://www.airwindows.com/consolidated/ (https://www.airwindows.com/consolidated/)
