It's such a cool sound.
I can hear that stutter and tape stop effects were used, but I'm not sure what the sound itself is.

to my ears it sounds like a snippet of some kind of melody timestretched with an older timestretch algorithm (like audio scrubbing on an old Fostex or Vestax hard disk recorder of the 1990s) -OR- some kind of melody through snap to grid pitch correction. It could even be both. Even in Cockos REAPER, the item properties in conjunction with alt-dragging can get some similar effects if you adjust the pitch and timestretch algorithms.

Within the portion 6.5-7.0 secs are some interesting lower pitch sounds which resemble this.
Also ring modulation effect comes to mind.

I think it's a matter of being creative with raw sounds.

Hmm I didn’t listen to it on any good speakers, or for very long, but it sounded like a vocoder to me.
