It's such a cool sound.
I can hear that stutter and tape stop effects were used, but I'm not sure what the sound itself is.
Any idea how to replicate this mechanical sound effect

to my ears it sounds like a snippet of some kind of melody timestretched with an older timestretch algorithm (like audio scrubbing on an old Fostex or Vestax hard disk recorder of the 1990s) -OR- some kind of melody through snap to grid pitch correction. It could even be both. Even in Cockos REAPER, the item properties in conjunction with alt-dragging can get some similar effects if you adjust the pitch and timestretch algorithms.

Also ring modulation effect comes to mind.
I think it's a matter of being creative with raw sounds.
