What do you want from Reason 13.5 or 14?

New ownership is the only ask at this point and the only thing that will make the existing userbase sit up and pay attention. Current management/ownership's trust with the user base has been irrevocably broken for several years now due to the consistent contempt displayed for their long term customers and third party indie RE devs who are the only reason Reason is still a going concern.
Shutting down and deleting their old user forum to punish the userbase that spent years developing that community and sharing knowledge (now permanently deleted forever) for having the nerve to criticize them then buying influence over the replacement main Reason forum (reasontalk) and having anyone offering even the mildest critiques of RS banned (all this took place over the past decade or so) is just on brand behavior for RS at this point.
Whoever's been making decisions there since Ernst stepped down seem to lack even a passing familiarity with the industry and clearly has no idea why their userbase hates them. In the unlikely event they suddenly have a road to damascus moment and find someone who can explain that to them they have already demonstrated they lack the ability to execute even on their own confusion. Keep the people making the in-house devices doing that, it's literally the ONLY thing they've done well in recent years.
But yeah, they have maybe another update cycle or two to make the sequencer usable in a modern context, fully support VST including midi routing, finish the control mapping protocol they quit working on 20 years ago, and do some of the other things their userbase has been demanding from them with near unanimity for 15 years. If there's not a public change of leadership and a clear move in that direction by the v14 release I predict curtains. Even most of the old loyalist audience will have moved on by then out of sheer bitterness and disgust with the way this beautiful legacy program has been handled by the random 'greed is good' private equity vultures who have controlled it in recent years with predictable results.

As for speaking for the whole userbase, that's just my read on the situation having had a front row seat for the last 15 years as a very active user of Reason and related internet forums.
The email they sent for 13.2 said they're releasing Recycle for free which was a suggestion I first made maybe a decade ago. I'll be very surprised if they bothered to update it, make a basic skeuomorphic GUI for it, or are working on an update for Mimic (or any other devices that are obvious candidates for .rex manipulation) that would include .rex support along with a lot of other basic modern sampler stuff to make it a viable alternative to serrato el at.
I love being proven wrong though and 13.1 also had some glimmers of hope/desperation; perhaps they're trying to learn from their mistakes having exhausted the business opportunies that arise from giving a big ole middle finger salute to all your stakeholders every chance you get.
