Do you mean "crackle" not "sparkle?"
Don't have a spare 20 min, but, right away i hear what sounds like "virtual vinyl" pops and crackles.

Yes, it probably is just stock footage. But searching for 'sparkle' may not get you anywhere. You should probably be looking for 'bokeh' instead.

Well yeah, you just draw circles of diffent sizes with opacity. Put a handful (or more) on a canvas. Give them an initial velocity and direction, at random, and keep track of their movements.
