A delay feedback control with counts rather than percentages... does it exist?

Noise Engineering Imitor. Leave the Regen at 0 and just set the number of taps.

You could also use a convolution reverb, with delay taps in an IR. Kind of a hassle to set up though.

Or a MIDI delay if you're using MIDI and a polysynth...
