Hey, this is a bit of a shot in the dark. To cut to the chase:
I'm looking for a pitch shifter effect - preferably with plenty of granularity (cents, to semitones, to octaves) - that has a built in pan and a time shift/offset for the pitch shifted output.
Ideally, something almost exactly like ReaPitch, but with the addition of the timing offset (bonus points if it has built in high pass/low pass filters)

For a bit of bonus context, but not a necessary read:
I recently found this effect was pretty helpful for creating a wide-but-not-overwhelmingly-so instruments for instruments that been been mono-tracked.
I played around with a variety of chorus, reverb, and delay plugins but I really just wanted some subtlety to it's width and a lot of these didn't quite achieve what I was looking for.
In the end, I experimented with making a copy of the instrument track, pitching the copy down by just a few cents, panning it to the opposite channel until it sat right to my ears, and then scooted the track forward by a few milliseconds which helped create something like a minimal chorus effect.
I then added some EQing (primarily high pass/low pass) just to make it more of a "shadow" of the primary track, not really being very present in the mix, but still providing width to the original.

Can I keep doing this method manually without the need of a dedicated plugin? Sure, of course.
I just figured, I'm probably not the first person to do something like this, so surely a plugin already exists to do this, and having a plugin capable of doing it speeds up the workflow and keeps the project tidier, sparing me the duplicate tracks.

Any suggestions?

It looks like Waves's Doubler and Eventide's Quadravox would be exactly what I am looking for...it's just sort of a shame that there seem to be other problems.
In the case of Waves, I was weirdly concerned as to why the heck it would require 16GB of RAM and 30GB of storage space for a basic plugin? When researching why...well, I didn't find any answers, but seems there was some drama surround Waves plugins and I would rather not involve myself with this business as a result.
In the case of Eventide; it is using iLok.

Both of these plugins seemed perfect but the business surrounding it is what's made it out of reach for me.

I am a little bit surprised that there aren't any free options though. The flashy UI and multiple pitched outputs is nice, but the core concept of: 1 pitch shifter + pan + time shift seems like pretty basic components that I'm surprised there haven't been any free suggestions (if any exist).

@NAD, I also appreciate the suggestion. It's a bit hard to tell from the rather low resolution screenshots if it meets what I am looking for, and given the price I think it is also not a good match.

To clarify: I don't mind paying for plugins, but I'd really say Wave's (sale) price of $35 is really the upper limit I'd pay for a plugin like this, especially since it's very easily accomplished just with a bit of elbow grease.

Once again, however, I don't wish to sound ungrateful for the suggestions, and I did seriously spend time looking through each link. Thank you!

You mean to tell me there is a developer out there releasing their plugins for a reasonable price without weird data collection, software requirements, or intrusive product registration? I could cry 😭

Devious Machines Pitch Monster does the things you describe, and a quite a bit more besides. A little on the pricey side if you just want the pitching effect, but not unreasonably so.
Plugin Boutique's Stereo Savage does a lot of the same things with respect to your criteria, minus the ability to shift by large intervals/octaves.

I think they might actually be made by the same guy. Stereo Savage used to be under the brand Credland Audio, and one of the main guys at Devious Machines is Jim Credland. If you're more interested in the stereo width/spatialization effect, maybe check out Stereo Savage, as it's got some interesting and unusual algorithms in addition to that. If the pitch shifting is more important to you, pitch monster is excellent and likewise offers formant shifting and a less standard vocoder style pitch shift as well.

There's also stuff like Waves ADT, which covers the basics of the microshift effect and probably goes on sale for close to nothing frequently
I haven't bought a new Izotope product in some time, so I'm not sure how or if this is implemented now, but Nectar 2 and 3 had a harmony mode that let you plot voices on an XY graph, volume and panning, with interval from the source determined via dropdown menu basically. along with parameters for some limited randomization of pitch and timing to produce a more organic, less chorus like effect.

Free Soundhack granular delay. Most DAWs have a pitch shifter and most pitch shifters have an adjustable delay.
